It depends on what kind of garden you're trying to build. In my case, I am going for a soil-based vegetable/fruit garden. My main problems are to get the right-sized pots and to obtain the right kind of soil for the plants with the desired amount. After the season is over, I then have to clean them up and rejuvinate the soil, as veg and fruit plants take a lot of nutrients out of the soil.
Watering is also a bit of an issue, as usually there is no water tap installed on a balcony wall. A few solutions to this include self-watering pots and portable drip-irrigation systems.
When the balcony located high up, you'll have to tackle the wind problem too. Stronger wind usually means that the soil gets drier quicker. Some people put up some screens so the wind impact becomes less.
I could imagine a hydroponic balcony garden has a totally different set of challenges.
