E-cigarettes are increasingly being used in British prisons by large numbers of inmates, who use e-cigarettes instead of tobacco. The news is undoubtedly positive, given the potential of vaping as a tool to say goodbye to traditional smoking. It all started following the introduction in Anglo-Saxon prisons of the partial or total ban on smoking , to which the inmates reacted positively, acquiring alternative products . ANTI-SMOKING POLICIES
All this emerged from a research that was recently published in Nicotine and Tobacco Research, whose objective was to draw up a balance sheet on the anti-smoking policies which, in all prisons in Great Britain, were implemented between 2015 and 2018. The English laws were inspired by the fact that the average number of smokers in prisons is 5 times higher than the national average: for this reason, a total ban on smoking in closed prisons and a partial ban on smoking in open prisons , where however the consumption of tobacco was only allowed in dedicated spaces.
THE CONCLUSIONS OF THE STUDY
This is good news, once again demonstrating the benefits of vaping along the way for those trying to say goodbye to traditional smoking. But let's go back to the research conducted in Great Britain and the conclusions offered by scholars, according to which anti-smoking policies provide a valuable opportunity to encourage permanent cessation, even in a particular context such as that of a penitentiary institution, frequented by groups that - so to speak – are highly disadvantaged. The picture, however, is mixed: according to the authors of this survey, in fact, it would be possible and appropriate to do more in order to establish and implement an anti-smoking policy in all houses of detention, according to a coherent strategy that helps those in prison say goodbye to nicotine consumption and smoking even after the prison experience is over.
THE REASONS AND RATES OF RELAPSE
In other words, it would be very important to focus on the reasons for the relapse and on the rates that characterize this eventuality, both in correspondence with the transfer to open institutions and following the return to freedom . Almost all inmates who smoke - it has been highlighted by the research - resort to e-cigarettes with the aim of being able to manage their addiction to nicotine: for this very reason it would be desirable to try to promote abstinence from tobacco in the long term reserving specific attention to vaping as a substitute for smoking , exploiting it as a tool to limit tobacco-related damage in this segment of the population. A discourse that, of course, could also apply in our country.
THE SMOKING BAN? A BIG SUCCESS
According to the data that has been provided, the introduction of a smoking ban in closed prisons has proved to be a major success, although there have been reports of a low availability of support for quitting smoking. A substantial proportion of tobacco users in closed prisons, almost 80%, have used e-cigarettes to help manage their nicotine addiction during their time in prison. Success has not been as significant in open prisons, above all because in such contexts high rates of resumption of cigarettes by prisoners who, in fact, passed from a closed to an open institution were recorded. However, numerous interviewees highlighted that in their opinion the total ban should have been applied also in open prisons. The interviewees were all individuals who held operational and significant roles in the implementation of anti-smoking policies in prisons.
